At the beginning of the call, a distressed woman pleads urgently: “Yes, hurry. HURRY.” She explains that a toddler has been pulled from the pool and is not breathing. Unsure how long the child had been underwater, her voice shakes as she answers the dispatcher’s questions.

When the dispatcher asks, “Are you doing CPR or do you need me to coach you through it?” she replies, “Coach me through it, please.”

Moments later, a man’s voice breaks through in the background: “I have a small pulse… I need an oxygen machine here. Like now.” The dispatcher reassures the group that help is on the way and continues guiding them through CPR until sirens are finally heard approaching.

Despite the desperate efforts of everyone involved—followed by continued lifesaving attempts from paramedics—Emeline did not survive.

Drowning Happens Quickly—and Silently

According to the Orange County Fire Authority, Emeline was one of 13 drownings in the county that year, including three children under the age of five. Drowning is fast, silent, and can occur even when adults are near. It remains one of the leading causes of accidental death among young children.

The Fire Authority also shared important safety reminders:

  • Direct, focused adult supervision near water

  • Locked, gated barriers around pools

  • Immediate access to rescue equipment

  • Knowing CPR and keeping skills updated

Simple precautions like these can save lives.
